Russian
Judges, Prosecutors, Defense Attorneys visit Connecticut
Nine Russian Judges,
prosecutors, and defense attorneys are visiting Connecticut this week, as
part of the Connecticut-Pskov Rule of Law Project.
Their Connecticut hosts are the
Hon. Barry R. Schaller of the Appellate Court and the Hon. Jonathan E.
Silbert, Administrative Judge for the New Haven Judicial District.
The visit is part of the Library
of Congress Open World Russian Leadership Program, which brings public
policy decision-makers and leaders from the Russian Federation to the United
States for short-term stays.
The Russian officials arrived
Saturday, Oct. 12, and will leave on Saturday, Oct. 19. Throughout the week,
they will see various aspects of the state's judicial system.
Group members will spend
Tuesday, Oct. 15, at New Haven's Judicial District Courthouse, which is
located at 235 Church St. There, they will view the jury orientation
process, hear an overview of the jury summoning process, observe jury
selection in a trial, and hear about plea bargaining from Superior Court
Judge Roland Fasano, State's Attorney Michael Dearington, and Public
Defender Thomas Ullman. They also will tour the Courthouse Library, lockup,
Judges' Chambers, and Clerk's Office.
On Wednesday, Oct. 16, the
Russian Judges will have "A Day in the Life of an American Judge..." with
Judge Silbert and others. Similarly, the Russian prosecutors will spend the
day with Assistant State's Attorney Kevin Lawlor and others; the defense
lawyers will spend the day with Attorney William F. Dow III. In the
afternoon, the groups will gather in the Lawyer's Lounge at the Church
Street Courthouse to discuss the day's events. That evening, a reception at
Quinnipiac Law School is scheduled, along with the Chamber Concert "Fidelio"
in the Law School's Grand Courtroom.
Dr. Henry Lee of the Connecticut
State Police Crime Lab will speak with the Russian officials on Thursday,
Oct. 17, from 10 a.m. to noon, at the lab in Meriden. From there, the group
will travel to Hartford, where they will have lunch with Chief Justice
William A. Sullivan, Justices of the Supreme Court, and Judges of the
Appellate Court. A guided tour of the State Capitol and the Supreme Court
Chambers will follow; the group also is scheduled to visit the Hartford
Judicial District Courthouse at 95 Washington St., if time permits.
On Friday, Oct. 18, the visitors
will again watch court proceedings at the New Haven Judicial District
Courthouse, located at 235 Church St., and also at the Geographical Area 23
Courthouse, located at 121 Elm St., and at the Federal District Court in New
Haven.
