Judge Parker named Deputy Chief Court Administrator

Chief Court Administrator Joseph H. Pellegrino announced today that he has designated the Hon. Thomas F. Parker as the next Deputy Chief Court Administrator.

Judge Parker, who currently is Administrative Judge for the New London Judicial District, will assume his new responsibilities upon the retirement of Deputy Chief Court Administrator John J. Ronan on November 3rd.

Judge Pellegrino said of the appointment, "Judge Parker is a very capable Judge whose experience in all areas of the law will serve the Judicial Branch and the citizens of Connecticut well."

"I am honored to be given the opportunity to serve as the Deputy Chief Court Administrator and look forward to working with Judge Pellegrino and my colleagues to assist the thousands of individuals who interact annually with Connecticut's courts," Judge Parker said.

As Deputy Chief Court Administrator, Judge Parker will assist Judge Pellegrino in the day-to-day operations of the Judicial Branch, help assign Judges, and work with Chief Administrative Judges and Administrative Judges to address issues that may arise within their particular areas. The Deputy Chief Court Administrator also oversees the Judicial Performance Evaluation Program, which focuses on the development and improvement of individual Judges and the bench as a whole.

Judge Pellegrino has appointed Superior Court Judge Stuart M. Schimelman to serve as the Administrative Judge for the New London Judicial District.

Judge Parker was born on Feb. 9, 1935. He graduated from Hall High School in West Hartford and went on to Fordham University, graduating in 1957. He then attended the University of Connecticut Law School and obtained his law degree in 1962. He was admitted to the Connecticut Bar that same year.

From 1962-63, Judge Parker served as law clerk to U.S. District Judge T. Emmet Clarie. He joined the law firm of Gross, Hyde & Williams Associates in 1963, becoming a partner in 1965. He worked at the law firm until 1989, and from 1989 to 1990, he was a partner in the law firm of Sorokin, Sorokin, Gross, Hyde & Williams. Judge Parker also served as a U.S. Commissioner/Magistrate from 1965-76.

Former Gov. William A. O'Neill appointed Judge Parker to the bench in December 1990. During his 12 years on the bench, Judge Parker has served at courthouses in Bristol, Hartford, Waterbury, New Britain, New London, and Middletown. In New London, he served as Assistant Administrative Judge from September 1995 to August 1999. He became Administrative Judge in New London in September 2002.

A resident of Niantic, Judge Parker and his wife Julia are the parents of two daughters and one son.
