APPOINTS LANGENBACH CHIEF ADMINISTRATIVE JUDGE FOR THE CIVIL DIVISION
HARTFORD – The Honorable Robert C.
Leuba,
Chief Court Administrator, announced today the appointment of Judge John J. Langenbach as
Chief Administrative Judge for the Civil Division of the Superior Court of Connecticut.
Judge Langenbach succeeds Judge Joseph H. Pellegrino, who recently was named to the
Appellate Court.
As Chief Administrative Judge of the Civil
Division, Judge Langenbach is responsible for implementing statewide policies regarding
the operations of the Civil Division and advising Judge Leuba on issues related to the
disposition of civil cases in the state.
"Judge Langenbach’s managerial and
organizational skills as Administrative Judge of the Hartford Judicial District, combined
with his many years’ experience in the civil court system, make him well-suited for
this challenging and vital position," said Judge Leuba. "All areas of the
Judicial Branch must strive harder each day to meet the increasing demands of our citizens
and find creative and effective ways to expedite civil matters justly and prudently. I
believe Judge Langenbach will, like his predecessors, be able to meet these
challenges."
"It is an honor to be asked to head up the
Civil Division for the State of Connecticut Judicial Branch," said Langenbach.
"With the exception of one year when I was assigned as a judge to the GA, Housing and
Juvenile Courts, I have worked in our civil courts almost daily since 1964, first as an
attorney and then as a judge. It was a privilege to work with Chief Administrative Judges
(Nicholas A.) Cioffi, ( E. Eugene) Spear, Leuba and Pellegrino and I look forward to the
challenges."
Langenbach, 61, graduated with a Bachelor of
Arts in English, cum laude, from Yale University in 1960 and earned his LL.B.
degree from the University of Pennsylvania Law School in 1963, the year he was admitted to
the Connecticut bar. He served as law clerk to Supreme Court Justice John M. Comley from
1963-64, then went into private practice until 1987 when he was appointed Superior Court
Judge. Langenbach was named Presiding Judge of the Civil Division in the Waterbury
Judicial District in 1989, then became Assistant Administrative Judge there in 1991. He
was appointed Administrative Judge of the Hartford Judicial District in September, 1995
and will serve in that position concurrently with his new post.
Prior to his elevation to the bench, Langenbach
argued cases before the U.S. Supreme Court (1971) and the U.S. Court of Appeals, Second
Circuit (1965), and worked as corporation counsel for the Town of West Hartford (1975-77).
As a jurist he has served on the Superior Court
Rules Committee (July 1990-December 1996); Superior Court Alternative Dispute Resolution
Education Committee (April 1991-July 1996); Civil Division Task Force (1992-96); Executive
Committee of the Superior Court (October 1996-present); Civil Working Committee to make
recommendations concerning future technology in the courtrooms (July 1996-present) and
Superior Court Connecticut Bar Examining Committee (September 1998 to present).
In 1987 he received an Exceptional Performance Award by the
Defense Research Institute for "contributing to the improvement of the civil justice
system."
Langenbach will take over as Chief Administrative Judge for
the Civil Division on March 12, 2000.
