Chief
Court Administrator Announces Senior Status
HARTFORD - Judge Robert C.
Leuba, Chief Court Administrator,
announced today that he will be stepping down as Chief Court Administrator effective
immediately. Judge Leuba has elected to take senior status at this time, which means that
he will be a retired judge that may work on a per diem basis to assist in the resolution
of cases.
"I regret that I am unable to continue as the Chief
Court Administrator of the Judicial Branch," said Judge Leuba. "Because of
health considerations, this decision is in my best interest and must be implemented
immediately. I wish to thank all who have assisted me in my capacity as Chief Court
Administrator and wish continued success for the Branch."
Prior to his appointment as Chief Court Administrator in
January of 1999, Judge Leuba held several key administrative positions within the Judicial
Branch. First appointed to the Superior Court in 1986, Judge Leuba became the Assistant
Administrative Judge in the New London Judicial District from 1990-1992 and served as the
Chief Administrative Judge of the Civil Division from 1992 to 1994. In November of 1994,
Judge Aaron Ment, then Chief Court Administrator, named Judge Leuba the Deputy Chief Court
Administrator.
Judge Leuba graduated with honors from the University of
Rhode Island in 1957 and from the University of Connecticut School of Law with honors,
receiving a J.D. degree in 1960. While attending law school, he was editor-in-chief of the
Law Review.
He was engaged in the private practice of law in southeastern
Connecticut from 1960 until his appointment to the Superior Court in 1986. In the 1960s,
he served in several elected positions in the Town of Groton including mayor from
1967-1969. During the administration of former Governor Thomas J. Meskill, Judge Leuba
served as Commissioner of the Department of Motor Vehicles from 1971 to 1973 and from 1973
to 1975 as Legal Counsel and Executive Assistant to the Governor.

It was with great regret and reluctance that I accepted the
resignation today of Judge Robert C. Leuba as the Chief Court Administrator for the
Connecticut Judicial Branch. While this is a loss for the residents of the state of
Connecticut, I understand and sympathize with Judge Leuba's decision.
Judge Leuba has been a member of the judiciary since 1986.
For the past six years, Judge Leuba has served the Judicial Branch's Office of the Chief
Court Administrator with distinction, first as the Deputy Chief Court Administrator and
then as the Chief Court Administrator. During his tenure, he has capably handled difficult
and complex issues related to the administration of the Branch.
I am thankful that I have had the opportunity to work with
Bob and I hope that he will enjoy a long and well-earned retirement.
