Chief Justice Rogers Appoints Judge Christine E. Keller as Chief Administrative Judge for Juvenile Matters

Chief Justice Chase T. Rogers and Chief Court Administrator William J. Lavery today announced that Judge Christine E. Keller has been appointed as chief administrative judge for juvenile matters. Judge Keller -- who had served as the administrative judge for the Hartford Judicial District since 2005 -- succeeds Judge Barbara M. Quinn, who became deputy chief court administrator on April 30, 2007.

Superior Court Judge Marshall K. Berger, Jr. will replace Judge Keller as administrative judge in Hartford.

“These are veteran judges who have consistently served the public capably and effectively,” Chief Justice Rogers said. “I am pleased that they have accepted their new appointments, and I look forward to working with them.”

“Both of these judges bring a tremendous amount of experience to these positions. Judge Keller served as chief administrative judge for juvenile matters from 1997 – 2002, so I am confident that she is well suited to implement the changes that are likely to occur regarding placing 16- and 17- year olds within the jurisdiction of juvenile court.” Judge Lavery said. “Judge Berger has many years of experience as a Superior Court judge and is a perfect choice to handle the day-to-day operations of a judicial district as busy as Hartford.” 

Judge Keller was appointed a judge of the Connecticut Superior Court in August 1993. She attended Smith College and graduated in 1974 She went on to attend the University of Connecticut School of Law, graduating cum laude in 1977. From 1977 through 1986, she worked for Neighborhood Legal Services, the City of Hartford and in private practice. In 1989, she was appointed as a family support magistrate, a position she held until her appointment to the Superior Court in 1993.

Judge Berger graduated from the University of Vermont in 1969 and cum laude from George Washington University with a juris doctor in 1972. He was appointed to the Superior Court in 1988. Judge Berger was the civil presiding judge for the Hartford Judicial District as well as the assistant administrative judge from 1995-2000. Prior to this appointment, he was a partner in the law firm of O’Connell, Flaherty, Attmore & Forsyth. He practiced primarily in the area of trial and appellate litigation, environmental land use and administrative law representing private, municipal, and corporate clients.
