Rogers appoints Judges Quinn and Carroll to New Roles
Chief Justice Chase T. Rogers today announced that the Honorable
Barbara M. Quinn, Deputy Chief Court Administrator, will succeed
the Honorable William J. Lavery as Chief Court Administrator on
November 1st, 2007. Judge Patrick L. Carroll, III, Presiding
Judge for the Bridgeport Geographical Area # 2 Courthouse, will
succeed Judge Quinn as the Deputy Chief Court Administrator.
“I have great confidence in the
ability of these individuals to direct the operations of the
Judicial Branch. Besides their management skills, they share my
commitment to an open, transparent and accountable judiciary,”
Chief Justice Rogers said. “Barbara Quinn has what it takes to
lead the Judicial Branch. She is highly intelligent and has a
breadth of experience in juvenile, family and civil matters. She
brings all of this experience as well as wonderful common sense
to her new position.”
“Pat Carroll has expertise in the
area of information systems. I will rely on him to help ensure
that the Branch is on the cutting edge in its use of technology
in order to enhance its efficiency. He also has extensive
experience as a criminal court judge and as an administrator,”
Chief Justice Rogers said.
“It is with great honor and
appreciation that I accept the Chief Justice’s appointment to
serve as Chief Court Administrator,” Judge Quinn said. “The
Chief Court Administrator interacts daily with our state court
judges, many of our nearly 4,000 Judicial Branch employees, and
members of the public. I will lead in an open, inclusive manner,
and am excited to be working with Chief Justice Rogers on her
many new and exciting initiatives.”

Carroll said. “I look forward to working with the Chief Justice
and Judge Quinn in my new role, and am certain that together we
will successfully meet the challenges and opportunities ahead.”
Judge Quinn graduated with honors
from Bryn Mawr College, where she was a New England Regional
Scholar. She received her Juris Doctor from Emory University
School of Law in 1977 and was admitted to the Connecticut and
Rhode Island bars the year she graduated. Judge Quinn was in
private practice for 19 years in the New London area. Prior to
her appointment to the bench in 1996, she was a judge of the
Mashantucket Pequot Tribal Court.
Before becoming chief
administrative judge of juvenile matters in April 2005, Judge
Quinn was assigned to the complex litigation docket. From 1997
to 2001, she was assigned to the Regional Child Protection
Session of the Superior Court for Juvenile Matters in
Middletown, serving as its presiding judge from 1999-2001. From
2003 to 2007, she was also an Adjunct Lecturer at the University
of Connecticut Law School, where she taught an upper class
seminar on alternate dispute resolution. She has served as the
Deputy Chief Court Administrator since April 30, 2007.
Judge Carroll graduated from
Southern Connecticut State College, and received his juris
doctor from Franklin Pierce Law Center in 1979. Judge Carroll
was engaged in the private practice of law subsequent to his
graduation. Prior to his appointment to the bench in 1996, Judge
Carroll served as Counsel to the Grievance Panel, Judicial
District of Stamford-Norwalk, and served as an Assistant State’s
Attorney from 1983 to 1986. From 1983 to 1985, Judge Carroll was
also an Adjunct Assistant Professor at Sacred Heart University
in Fairfield, teaching Family Law and Business Organizations.
Since his appointment to the
bench in 1996, Judge Carroll has sat in the Danbury Judicial
District, serving as its Administrative Judge and Presiding
Judge from 1998-2003, the Ansonia-Milford Judicial District, and
most recently, the Fairfield Judicial District, serving as the
Presiding Judge for the Bridgeport Geographical Area #2
Courthouse.
