POLICY
It is the policy of the Judicial Branch to accommodate individuals seeking to peaceably assemble outside of the Supreme Court Building. This policy is intended to balance the rights of such individuals with the need to ensure that members of the public and staff can safely enter and exit the premises and with the activities continuing within the building. This policy also recognizes that there may be unusual circumstances including safety concerns that would require limitations or suspension of any such assembly or modification of the procedures listed below.

GENERAL INFORMATION CT Supreme Court - Capitol Avenue Entrance
Pursuant to Section 4b-11 of the Connecticut General Statutes, the supervision, care and control of the building and grounds of the State Library and Supreme Court Building are the sole responsibility of the Chief Court Administrator. This statute also requires the Chief Court Administrator to establish policies and procedures governing such supervision, care and control. The Supreme Court Police are authorized to enforce this policy under authority granted to them by the Chief Court Administrator.

PROCEDURES
This policy addresses activities occurring during the period when the building is open to the public. Individuals seeking to peaceably assemble during those hours may use a portion of the platform that is located in between the upper and lower steps at the front entrance of the Supreme Court building on Capitol Avenue. The portion of the platform that may be used is the area directly in front of the center and west doors. Individuals seeking to peaceably assemble may not do so on the front steps of the building due to safety concerns.

No person or group of persons may use any electronic loudspeaker, bullhorn or other amplification device or lighted candles on the platform or the steps of the Supreme Court building. Nothing shall be affixed in any manner to the premises.
