DIVISION:  Branch-wide

 

CLASS DEFINITION:  This class is accountable for managing, developing and monitoring programs, policies and procedures critical to a division’s operations.

 

GUIDELINES FOR CLASSIFICATION USE:  Assignment of Program Managers to the I and II levels will be determined by the Chief Court Administrator based on recommendations from the appropriate Executive Director.

 

SUPERVISION RECEIVED:  Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED:  May supervise lower level employees as assigned.

 

EXAMPLES OF DUTIES:  Formulates and oversees the implementation of programs, policies and procedures affecting one or more assigned areas of responsibility; monitors program and policy compliance with statutes, rules, regulations, directives, program guidelines and Judicial Branch goals and objectives; performs quality control audits; evaluates the effectiveness of both operational and administrative programs; acts as a liaison with other operating units, agencies and outside officials regarding assigned areas of responsibility; provides technical and consultative services regarding programs; analyzes current operations and makes recommendations for improvement; responds to complaints from the public; conducts research and  prepares and analyzes management reports to determine the impact on current policies and procedures; conducts training in related areas; recommends solutions to problems in related areas; interprets statutes and rules of practice for application in program areas; may develop budget requests and options; may review and analyze legislative proposals and regulations; develops, forms, manuals and other instructional materials; conducts site visits; serves on department committees; performs related duties as required.

 

MINIMUM QUALIFICATIONS REQUIRED

KNOWLEDGE, SKILL AND ABILITY:  Considerable knowledge of the principles of organization and management including public administration; considerable  knowledge  of  relevant agency policies and procedures related to program areas; knowledge of relevant state and federal laws;  knowledge of statistical methods and techniques; considerable interpersonal skills; considerable oral and written communication skills; considerable mediation and negotiation skills; computer skills; ability to interpret and evaluate research data; ability to analyze problems accurately and develop effective courses of action.

 

EXPERIENCE AND TRAINING

General Experience:  Nine years of professional experience in a broad range of functions related to assigned areas, including some responsibility for planning, research and statistical analysis, organizational analysis, or a related field.

 

Substitutions Allowed:  

1.  College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor’s degree.

2. A law degree or a master's degree in a related field may be substituted for one additional year of the General Experience.

 

SPECIAL REQUIREMENT:  Incumbents may be required to travel in the course of their daily work.

                            

Seeking a qualified individual to develop and implement a multi-faceted Training Program for the Gail Burns-Smith Sexual Assault Forensic Examiners Program, for the purpose of ensuring that health care providers and community partners receive training that allows for skilled and trauma-informed care for patients who present as victims of sexual assault in Connecticut’s acute care hospitals.

The preferred candidate will be a Registered Nurse or Advanced Practice Registered Nurse, with a current unrestricted CT license or ability to obtain a CT license, and have the following experience:

  • Background in the care of sexual assault patients and knowledge regarding sexual assault issues and best practices in the clinical care of sexual assault patients
  • Teaching experience in the healthcare field
  • Administrative or management experience

 

Special Experience Preferred:

  • 10 years of professional nursing experience
  • Master’s degree in Nursing
  • Board Certified SANE-A

Starting Salary $89,761 - plus State of Connecticut benefits.
