Rogers Appoints Judge Quinn As Deputy Chief Court Administrator
Chief Justice Chase T. Rogers today
announced that the Honorable Barbara M. Quinn has been appointed
to the position of deputy chief court administrator, effective
today. Up until this appointment, Judge Quinn had served as
chief administrative judge of juvenile matters.

“Barbara Quinn is a dedicated
public servant who will bring a fresh voice and new ideas to the
Office of the Chief Court Administrator. She is also an
excellent listener and, as a leader, she will consult all sides
of an issue before making administrative decisions,” Chief
Justice Rogers said.
Chief Justice Rogers added: “As a
former member of the Judicial Branch’s Public Access Task Force,
Judge Quinn also shares this administration’s view that our
courts must be open, transparent and accountable to the public
it serves. While we will miss Judge Quinn in her role as chief
administrative judge for juvenile matters, both Chief Court
Administrator William J. Lavery and I are excited about the
opportunity to work with her and set policy for the branch.

Quinn as “an excellent judge who has proved a capable and
energetic administrator.”

“Running our juvenile courts is a
challenging assignment, and Judge Quinn has done an excellent
job,” Judge Lavery added. “I have no doubt that she will bring
that same talent and commitment to her new position.”
Judge Quinn said she is honored
“that Chief Justice Rogers and Judge Lavery have the confidence
in me to be part of their team. The Judicial Branch is in
transition, and I look forward to all of the challenges that are
ahead.”
Judge Quinn replaces Judge
Michael A. Mack, who reached the mandatory retirement age of 70
in March 2007.
Judge Quinn graduated with honors
from Bryn Mawr College, where she was a New England Regional
Scholar. She received her Juris Doctor from Emory University
School of Law in 1977 and was admitted to the Connecticut and
Rhode Island bars the year she graduated. Judge Quinn was in
private practice for 19 years in the New London area. She is a
former chair of the family law section of the Connecticut Bar
Association, a former member of its board of governors and a
former CBA vice president. Prior to her appointment to the bench
in 1996, she was a judge of the Mashantucket Pequot Tribal
Court.
Before becoming chief
administrative judge of juvenile matters in April 2005, Judge
Quinn was assigned to the complex litigation docket. From 1997
to 2001, she was assigned to the Regional Child Protection
Session of the Superior Court for Juvenile Matters in
Middletown, serving as its presiding judge from 1999-2001.
During her assignment to this special docket, she was chair of
the ADR Committee, which developed and implemented a mediation
program with attorney and therapist mediators in juvenile cases.
Judge Quinn is a fellow of the
Connecticut Bar Foundation. She also serves as vice chair of the
Connecticut Bar Examining Committee, and is an adjunct lecturer
at the University of Connecticut School of Law, where she
teaches an upper-class course on alternate forms of dispute
resolution.
